I thought it said that the design for those suits were based off of a "future" episode of TMNT. I do believe that they were actually concepted from the suit Donny wears in that ep.

I saw the Raph one at a Target just a few days ago, I thought it was pretty bad ass but didn't have the cash to Spare to pick it up.
