As far as I know, that's not a custom. I have it as well as a few other bubble bath variants (I think Slam Dunkin' Don and someone else).

Really?! That's why it says 1989 on the back but on the label say 1993.

Ok, so I went back and looked through my things, and there is definitely a set of repaints of the original bubble bath turtles. Leo is, obviously, Classic Rock Leo. Mike is the sports wrestling Mike in the hot pink/neon orange tights with checkered boots, Don is Slam Dunkin' Don, and Raph is painted like Sewer Surfin' Mike (neon wetsuit).

The funny thing about these is that I remember seeing them precisely once as a kid, toyed with the idea of buying them, passed, then never saw them again until maybe a year ago. For seriously nearly 20 years I wondered if I had actually seen these things or just had some fuzzy childhood memories. When the set showed up on eBay, I jumped. I'll see if I can post some pictures tomorrow.
