Why Ch'rell wasn't given a backstory in the 4Kids cartoon?

he did have a backstory, he was a dictator that committed mass genocide and he hated the other Utroms because they had imprisoned him, and they where the only ones that knew of his plans and had technology to get off the planet.

I have fanfic ideas about that. In Konami's 2K3 games, he wasn't the only red one. I'm supposing the red ones were just too aggressive for their own good.

Frankly, I don't think that particular version of the Shredder needed a backstory; in fact, I feel it would have been counterproductive. His role in the show is to be Sauron: he's not there to be a proper character, in the sense that he changes throughout the course of the story--when he does, it's to facilitate his end--but is there to just be and to allow others to react to him. That sort of role doesn't require a backstory of How They Turned Bad, and Ch'rell does just fine without one.
