Idk. It sounds like he carefully says “it’s up to Sony”, which has always been true. Sony could pull Holland out and have him meet up with Venom. As for Hardy becoming part of the MCU, I still don’t believe it, but obviously I could be wrong. At this point, it’s fair to say the MCU has done crazier things - such as bringing in Spider-Man in the first place.
