Yeah, I'll cop to that... we added the map last minute and that just got past me. No excuses, just a mistake! The blue areas are the mafia controlled (the yellow circle should be blue in the key). It'll be fixed in the next issue!
And fwiw there were no minis planned after Shredder before #100. We wanted some room to breathe and put focus on #100.
