Partially correct. Playmates holds the master license for TMNT. That doesn't mean they hold everything that is a toy.
S.H. Figuarts and Revoltech are sold in Japan and Asia market. You are able to by them in North America because they are imported. The price point is also another factor.
Minimates like Lego are minifigures or brick figures. And even in that format there are restrictions. Which is why the Minimate Ninja Turtles uses a minimate block head and Lego then later Mega Bloks uses brand new head sculpts.
NECA tapped into an area where Playmates doesn't have the any current market to which is 1:4 scale and 1:1 props.
