If the original film masters still exist, it could look outstanding. There's a fan restoration of the original 16mm Real Ghostbusters 2:00 promo reel happening now that looks gorgeous. Yes, animation errors and mistakes will only be MORE noticeable, but I see it more as preserving the original presentation, squeezing as much image quality out as possible-- warts and all. I would LOVE to see the original 5-part FW TMNT mini scanned/restored in HD if possible.

2003 and Nick were more than likely produced digitally, so SD is probably all that's ever going to be possible. Older material was still produced on gorgeous, gorgeous film. The 1990 film already has an outstanding 1080 BR transfer, but I would love to see Barron's VHS workprint copy.
