One thing I really liked about the movie, was how it dealt with the turtles' origins.
Normally, you'd expect them to be the product of a race of aliens beyond themselves or something great like that but here, they were completely random accidents. Seeing them question their lives as a whole and feel sad about their origins being unremarkable was touching to say the least.
People give the edge to Tmnt 3 over this film in terms of heart, but I think Secret of Ooze had a lot of heart to it as well.

Shredder could've done more than blow up the Channel Six building. I don't mean as far as murdering Splinter, but think of the possibilities if censors were not an issue.
Shredder and Krang combined had the biggest arsenal of any villains in all of the cartoons.
