A third 3DS turtles game?! Sweet.
Considering what consoles it's for, my guess is a second Nickelodeon game. It's not at all uncommon for kids cartoons to get multiple games.

Maybe it's based on the mutagen fallout arc (season?), and it'll have tons of mutants.
