It depends on what the developers wanna put in, but yeah, some characters have classic looks. You can play as Jay Garrick Flash, for example.
And yes, definitely for skins and customization. The whole hook of the game is getting armor pieces and junk to customize your fighters. You can forego the armor and just look like a certain skin if you want, also, while retaining the benefit of the armor.
