This has absolutely squat to do with "freedom" or "progressivism". But everything to do with Canadian francophones just not viewing "fvck" as severely as anglophones everywhere. It's a microscopic adjustment to a slightly changed cultural norm.
They just don't give a "fvck".
So that's why, at least on radio programs, they're allowing a little less severity. It's not reflective of how anglophones should handle it, especially American anglophones.
It matters even less to them because the word might be extremely vulgar in the English language, but not necessarily when incorporated into French.

And again, it's just for radio! It's not going to be spouted over every airwave in Canada just because the chains have been loosened just a little bit.
