The Technodrome was underground in the beginning of this arc, the only time it was underground in the OT after Season 1 was in Season 3.
In Seasons 2 and 4 the Technodrome was in Dimension X.
In Season 5 it was in the arctic.
In Seasons 6-7 it was underwater.
In Season 8 it was trapped in a black hole
Then in Season 10 we just see it all destroyed and abanoned in the final episode in Dimension X.
