If it's happening here, forward it to Machias Banshee/GK/Krang. They'd be banned as soon as one of them saw it.
Elsewhere, similar thing. Find whoever's got the power to give them the boot. Block them if possible. Authorities can be sought out if it's severe, I should think. Sorry you're having to deal with that.
