Sounds like that was definitely the case.
The Robby Musso promotional art is definitely the best part. The guy who first posted the stuff on Facebook confirmed that the figures were just painted mock ups. Beyond the concept, there would have been new sculpts which would have looked much more like Russo's artwork.
I'm not sure how "official" this idea ever was, but I really am curious about the idea and wonder if it had any connection to the
Tim Hill, "April O'Neil Files" pilot that was reported around late 2015.
