It doesn't seem like Cicada will be the big bad (maybe they even redeem him and he helps out)... but there doesn't appear to be one in sight yet. Just Eobarde Thawne again, manipulating Nora. And what, is it going to turn out Grace is a metahuman? Boring so far.
