Well in sci-fi heavy shows the more modern setting actually works better since the tech is more plausible.
TMNT being heavy sci-fi at times it works for it, the stuff donnie invents in the OT is far more crazy than when say 2k3 donnie did so in those cases it helps to have a more modern setting.
I voted for 80s/90s but I prefer to get a TMNT show set in modern times just to see how they adapt to it and change things.
