Not true! Janeway gave him a field promotion to Lt., about halfway through the series, iirc. Why do you not like him? He was a good foil to Tom's "black sheep" persona early on, especially in keeping him from getting into TOO much trouble, and he proved himself a valusble asset many times over. His only major "flaw" was going after women who were "unattainable/wrong". He was a bit introverted and shy, but had a lot of heart. Mind, he always struck me as more "guy-friend" rather than "boyfriend" material, but any of the Voyager ladies would have been lucky to get him.
