Kurtzman was really only there to provide some slight backstory on the Kraang. Besides that and him forming the Mutanimals, he had no real purpose after which is why he didn't appear again after Season 3.
I sort of liked him if only because he was one of the few human friends of the Turtles in the series, same for the blind Asian chef guy Mr. Murakami...the Turtles can always use more human friends.
