So for all we know, there is an episode explaining that and it could very well be an early episode according to the production codes, it's just going to air at least a quarter-way through the season.
And this might be a perfect example of what I'm talking about. The Oozequitos broke out in episode 1 but haven't been dealt with in any other capacity than as an explaination for where all the mutants came from (barely). Given that it's deemed an important enough episode to warrant taking up segments, it might have been intended to air very early on, but it still ended up as episode 17.

Regarding the episodes out of order, Andy Suriano said on Twitter that only two eps were flipped by accident but that other then those they were and will be in order.
