The Usagi story arc is on the final chapters DVD, it's not on the Wanted Bebop and Rocksteady DVD.
Maybe your looking at a different DVD from a different country.
American DVDs
1st DVD - this has last few episodes of season 4 on it and has the Kavaxas arc from season 5 on it too.

3rd DVD - This is the final chapters DVD on it - it has Apocalypse arc, Monster Arc, Usagi Arc and When Worlds Collide on it.
