The problem with the Punk Frogs is that, unlike the Turtles, they didn't have distinguishing personalities. They all acted the same. They were just a bunch of naïve mutants with stereotypical southern accents. Also, the Turtles had been training with Splinter for years whilst it took Shredder only what, a week to train the Punk Frogs? Felt a bit forced.
