The timeline's been meddled with again due to the Titans going back in to tamper with the speedforce after Deathstroke acquired powers due to Black Wally. During the visit to the past, Damien temporarily stops White Wally's heart, and he was fitted with a pacemaker, which alters his history so now he's always had one and thus has a limit on his speed.
