To be honest nearly all licensed comics are, "published fanfiction" so to speak.
Most writers/artists in the industry now were also the kids/teens who grew up with these franchises when they were younger, and now that they're adults and got into the industry professionally...they're now able to do everything they wanted when they were kids. Hell even most DC and Marvel comics are "published fanfiction" at this point.
I mean if I were a TMNT writer I'd do my own spin on things based on stories I thought about since I was a kid/teen...so it's understandable. Everything is "published fanfiction" these days.
