A bad movie is more damaging to the property/brand than no movie. With no movie, the property at least has that untainted fond nostalgia going for it, and with it the potential to turn that into something good in the future. A series of bad movies makes it easier and easier for the general public to write the whole concept off as crap. It's harder to come back from that once the opinion is widespread enough, and the more bad movies you make, the quicker that's gonna happen. That kind of thing has damaged entire brands for a solid decade or more in the past.

It's better for a property to be idle and have potential than it is for lazy producers to completely run it into the ground for a quick cash-in.
