Because, these figures that are made by DreamEX are not meant to be a exact recreation of a existing TMNT style, it's DreamEX's in-house own design.
Playmates was making figures meant to be a representation of existing official designs, like their now canceled Classics line. Their 1987 Fred Wolf Cartoon figures looked nothing like either the on-screen designs of the Turtles nor the vintage 1988 action figure designs, and their Movie Classics figures was completely off-base.
It's not a hard concept to grasp.
