As far as I know he was assumed to be dead. It was never outright stated (as much as anything could be outright stated in swiss cheese canon of Street Fighter) that he was 100% dead.
I am glad that he was anounced. I like him more than Guile and his appearance in the game gives hope to see other characters, who has been absent from SF4 and its updates.
