I'm picturing some rather rough, indifferent, slightly inebriated guy who runs the small local jail in a medieval village and is regularly telling inmates to shut up.

The Silverhands sound cunning to me. Maybe of high rank, or maybe cunning thieves. Theorlor and Werwyn Silverhand... Sound like something I might name WoW Blood Elves. (Side note, the Hamato Clan would be fellow Silverhands.
