I don't think so at all. The "Before I forget, let me take this moment to also announce my gayness to all!" addendum is pretty transparent, sure, and a little troubling that he thought he might be able to muddle the allegation under some kind of Cloak of Homosexuality... but it really just is an addendum. An "Oh, by the way, let me add..." I get that that's pretty insulting to the homosexual community, but it's neither here nor there on the actual response to the allegation.
My real point is that Spacey had many options of responses he could make, up to and including silence and he chose one that would irrevocably end his career. When he didn't have to.
