I definetly see it that way.
If they fought in the 80s Dimension, the 80s turtles wouldve easily owned Nick Bebop and Rocksteady. I'm willing to bet thats how their showdown with Tiger Claw also went down.
The Foot Soldiers from the Original Toon were also pretty effective in the 2k12 Universe due to their brute force tactics which were ineffective in the 80s world due to Toonforce Slapstick.
