There is just something very special about the 80s setting in turtles which makes it work. Its one of the reason why tmnt (1990) worked so well, it took full advantage of its setting.
The big problem I have there is that the filmmakers would be tempted like a lot of 80s set TV shows and movies to go overboard on the period references. This self-referentialism is both heavy handed and distracting. Setting it in present day means it can still be TMNT but without the endless references to today.
