I think the general problem is how regular anime (not hentai), promotes sexualization of minors regularly so the Japanese see nothing wrong with it. You can watch anime with 12-13 year old girls nude in Japan and it's perfectly fine, it's not even censored and sold in stores and online. It's even more bizarre when western dub companies bring this over to America and apparently it's allowed here too.
FUNimation has licensed and dubbed a lot of anime with nude scenes of underage girls and it's obviously sold legally here in America too. Apparently since it's drawings and not "real people" it's fine, even if the underage characters look like kids.
