So aside from Scratch in the vintage TMNT, are Hot Spot, Sandtorm, Anthrax, and Halfcourt rare? Seems anytime I see them on ebay they go for a bit of money. Not as much as Scratch of course, but still... Hot Spot in particular anytime his weapons go on ebay they go for a lot of money...

Hot Spot is rare. Sandstorm Antrax and Halfcourt are also rare but not as rare.

Not SUPER rare, since you can EASILY find him on eBay, even in mint condition, but definitely uncommon. And hella expensive.

Most go for between $40-50 on Ebay still in the plastic from the mail away deal.

I have a 5th Anniversary Leo still in the box and the box is in great shape. I've seen them on Ebay and Craigslist for mixed prices. I paid around $10 for it last year...any idea how much it's worth?

For now that's the best question I have...

Yes, both are official. The Ooze Bucket was sold in stores, while the tube was a promotional giveaway. In addition to providing some of that slimey goo, the Ooze was also used for some additional functions compatible with the toyline, such as Muckman, where some ooze was inserted through his mouth and came out the back, and the Flushomatic, which would drip some ooze onto its base (See the episode Michelangelo's Birthday as a good example).

Just don't open it? I mean, how much damage is too much damage to you? Just use an Exact-o knife.

I think that's the case here. I was a victim of a very similar seller in the past.
