It's a piece to the Mini-Mutants Raphael Baseball Turtle Top playset. There was a fly swatter head that attached to it to stop fly balls.

Are you sure the image is public? It just comes up with a access not allowed symbol for me.

H is indeed a lego axe. I don't know if the colour is character or set specific but I had dozens of them that came with various castle lego sets when I was a kid.

Kingsbury toys TMNT 1991 Turtle van
I found a power wheels type TMNT van made by kingsbury toys a couple of weeks ago. The toy was made in either 1990 or 1991. If anyone has any information on this it would be really helpful. i have done multiple searches and come up empty handed.
