Wait! There was a small bit of violence from Super Shredder to Leonardo...remember he tells him: "Shredder, you have to listen to reason, you're going to destroy us all!"

Super Shredder responds by lifting up Leo: "Then so be it!" And tosses Leo back at the turtles.

Goes back to my original point...a little less violence, in this case, it's a throw by Super Shredder.

Comparing Super Shredder's appearance in TMNT 2 to the video game boss fights of the Super Shredder, the video game boss fights had more screen time!
