That may be changing.

A while back, there was a debate in the Japanese government on what exactly constituted inappropriate portrayal of minors. It was a bit of a controversy.
The Japanese aren't as prudish as the West (America especially) when it comes to that kind of stuff, so long as it exists on the periphery and doesn't demand attention.

With the Olympics coming to Tokyo in 2020, there's going to be a ban on pornography in convenience stores. A surprisingly large and easily accessible portion of the magazine racks in Japanese convenience stores are devoted to porn of all varieties, and it's typically at the eye level of a 9 year old, which is super creepy.

Regardless, it'll be interesting to see how this plays out.

I’m actually going to be so pissed if they shut down my favorite hentai site just so a bunch of people can watch glorified gymnastics for a few days.

The websites won't be affected. Just the magazines. You'll be fine.

I think the general problem is how regular anime (not hentai), promotes sexualization of minors regularly so the Japanese see nothing wrong with it. You can watch anime with 12-13 year old girls nude in Japan and it's perfectly fine, it's not even censored and sold in stores and online. It's even more bizarre when western dub companies bring this over to America and apparently it's allowed here too.

FUNimation has licensed and dubbed a lot of anime with nude scenes of underage girls and it's obviously sold legally here in America too. Apparently since it's drawings and not "real people" it's fine, even if the underage characters look like kids.
