I went back to the same Sonic yesterday and they had the other toys available. So at least this year I was able to get the full set.

If anyone is interested, Rise of the TMNT is back again this year. Looks like they have repaints of the four Turtle action figures, T emblems for each that will store trading cards and more trading cards.
