Well no in-universe explaination is ever given for IDW but 4Kids had one, the claw symbol was originally meant to resemble a dragon claw and it was given to the Ninja Tribunal before Saki flipped it upside-down. It would be fairly easy to say the symbol either represents Kitsune's father (the Dragon) or the Ninja Tribunal if they're ever introduced.

No problem, either Saki saw the symbol somewhere and adopted it, or we stupid obsessive fanboys can just ignore one symbol in one panel.

I figured it was because of the three points resembling Ch'rell? The resemblance is pretty uncanny. The triple prongs, the red color, the overall shape...

To be fair that was probably the original intention since anything involving the Tengu Shredder, Ninja Tribunal and Cyber Shredder are pretty obvious retcons. However, even if it was the intended idea, the flipped dragon claw is the only official explaination ever given.

Yeah, this is kinda ruined because of the ninja tribunal arc; we clearly see the upside down foot symbol is the mark of the tribunal.

All things considered, Ch'rell probably saw it, and thanks to his overinflated ego, noticed the similarities and changed it to suit him.
