The thing I found funny about this is 1: Slash already exists in IDW, and 2: the OP has Tokka and Rahzar mixed up. Tokka was the wolf! Leo is probaeebly just wearing Slash's bandana to reflect his "new" place and affiliation in the Foot.

Tokka was the snapping turtle, Rahzar was the wolf pup.

Wait, what? They clearly say their names in the movie.

Look at the toys and videogames. Or their episode in the OT.

How is it possible to mix up Rahzar and Tokka? This is the first time I'm hearing this in the 25 years since the movie came out.

I think that the "gang war" element in the background serves a purpose in this issue, because the focus is on Leo being on Shredder's side which is the most important point to drive home here because Leo striking his father Splinter and his brother Turtles is huge. The brief panels of the gang war with the Savate etc is good enough for this issue because this is a big arc and there's plenty of time left to see that.

Redeemer,here you go. Victor(no last name give) is the leader of the rival ninja clan that the turtles ran across in #6 and have only had a couple of cameo's outisde the before mentioned Annual#1 out last October.
