Just part of tormenting him, I guess.

This brainy guy who deep down is kind of pathetic really and could have done so much more and better with his life, but gets tangled up in all this garbage and it's entirely his own fault because he's a bit sadistic and chose the dark side. Mutation/mutilation just makes him all the more pitiful, but his evil streak then denies him any pity.

Indigo's post pretty much sums up how I feel about this whole thing with Stockman. He's a guy who gets in over his head and when things don't turn out the way he wants, karma decides to screw him over.

No... Bobby confirmed they had no intention to turn him into a fly at all. IDW is not some kind of Fred Wolf copy-paste, it borrows from all turtle lore. .

Yeah I dunno why he always had to mutated. I liked him as the nerdy scientist and he was already sort of evil. I noticed the COOTS Tour brought back Baxter as a full-time asst. to Shredder (no Bebop or Rocksteady) but he was still human there. I always wondered they decided to do that, but whatever. The whole turning-into-a-fly thing seemed a bit overdone.

What annoyed with Baxter in the FW series is that he was clearly tricked into thinking the Turtles were responsible for what happened and most always never got a lucky brake. His IQ level got worse and worse. Even when in his last appearance he almost turned himself back but the Turtles destroyed the mutagen gun which is pretty cold of them to do that.
