Did Gallagher buy the movie rights to TMNT once?

wtf is he talking about here?

Fast forward to 33:00.

Maybe connected to that all-comedian TMNT movie that almost happen Kevin and Peter used to talk about including Billy Crystal, etc.?

I can only image he was associated with the reported Troma project, assuming he's not speaking loosely. Troma and New Line did have some deals regarding Toxic Crusaders and it even led to a lawsuit.

Weird, I'd be curious to know what that is really in relation to. Or maybe it's nothing, the guy sounds kind of nutty. Beware the electrons...

IINM, one of the producers of the 1990 movie was Gallagher's agent or something. I'm pretty sure it was mentioned in the Turtle Power documentary.

from here.

This is all I can think of too, that he was one of the comic in talks to be in Troma's mask-less TMNT movie.
