The Turtles themselves are just as guilty of causing mutations as the bad guys in some incarnations. For example, in season one of the 2012 incarnation, the Turtles defuse a mutagen bomb, then one of the Foot Clan members who appear to fight them smashes the Mutagen Bomb believing it would take the Turtles out with them. So we see a least a couple of hundred gallons of mutagen spill into the street and no one cares. The only mutations that come out of it are Dogpound and Fishface, but there had to be more people affected by that spill besides the two of them. Then, of course, the is that incident where they end up spilling hundreds of canisters of mutagen across the city which means it's their mission to find all those missing canisters before their enemies do or before any other innocent people are affected by them. This mission is forgotten rather quickly, though they do encounter people who have been affected or mutated by the scattered mutagen canisters, such as Mondo Gecko for example. However, in Mutant Gangland, Leo does tell Vizioso, that there are tons of mutants in the city. So that means the Turtles are aware there are a lot more mutations then they have personally met. If you are going to have a large number of mutations, then maybe indicate there was mutagen canisters spilled around the city, and show some people including Splinter and the Turtles being affected. Then have the main mission of the Hamato family be finding and collecting these canisters to prevent more innocent people from being affected by it. Depending on how many and how scattered the mutagen jars are they could be finding them well into their teens. But then Shredder shows up and starts collecting the mutagen for his own purposes. Or Karai being the one who sees mutation as more valuable advantages and mutates a pet turtle that she happens to have. With versions where Mutations are not quite as utilized like the 2k3, the Turtles, Splinter, and Leatherhead are the only ones who are mutated. Any other mutations are either caused by an alternate means or by experimental reasons. So maybe just have the Turtles, Splinter, and whoever else being mutated like they are. Then maybe have any mutations involved with the Foot Clan or whoever mutated by experimentation. |
