Sure, why not. I have low hopes for this movie and doubt it's gonna be any good, so how much more damage can Vanilla Ice do? Might as well include him.

For the longest time he resented his music career, so I wouldn't be too surprised if having a cameo in an iconic property's film was a stand out moment, even if it did involve a performance. He does have the TMNT tattooed on his body, after all. Besides, he was probably just trying to show the new film folks how enthusiastic he is, doesn't mean it's true.

Rap music has always been associated with the turtles and having that continue in the new movie would be cool. As to whether Vanilla Ice can come up with the magic is another thing. However if he wants a small role like maybe getting beat up by Kevin Eastman or something then sure why not.

It was dope for us as kids watching it on theaters and or tv back in the days. I'm not denying that Vanilla might like the turtles and find pride in being a part of a franchise beloved be a whole generation of kids. However, i don't see any possible logic that would indicate that the highlight of his entire life was ninja rap? Does anybody really believe that?

I don't see what's so hard to believe about having a role in arguably the most iconic scene in an immensely successful film featuring the work of Jim Henson being one of if not the highlight(s) of ones career and/or life.
