Gothano is like the main one I would say is likely neutral. He seems to only be interested in gaining and hording information

No one remembers Chi-Yu

Toad Baron is definitely neutral. He might displace people from their homes in exchange for apparent immortality, since people from all across history are everywhere, but he doesn't seem interested in actually interfering with human events. And most of all, just seems to want friends?

For me, I have never bothered with the individual issues(since 2000 at least). The trades are overall cheaper, and the comics are of a secondary interest mostly.
