I just wouldn't imagine a movie from 2018 to be in continuity with a movie from 1993. That's like an over 25 year gap.

First incident was covered up, second incident bankrupted INGen and lead to Masrani acquiring it and trying to start the park and no incidents for 10 years. JP/// was only a small story of trasspassing so it wasn't anyone's fault they went to a dangerous island that was off limits. So yeah only the San Diego incident was the big thing but Masrani ntook care of it after INgen goes bankrupt and it takes years to rebuild the trust and to open the park.

The park was always under the eye of people for an incident they even mention this in JW "we will never open again " if they evacuate the guests. Which is why they try to play it cool which backfired. But they had cleaned up Isla Nublar and had no incidents for ten years which is why they were confident as we're people.
