I agree with Jester that the most recent pic doesn't quite make the right kind of improvement; it makes the mouth area look too droopy. My main concern is with the back of the head. Perhaps you might try reverting to this earlier attempt, in which we have a triangular shape in between the shoulder blades:

a few more minor face changes.. I guess it looks OK from the front....just needs a little work on the side. Either way, it's as good as I can ever get it, so on to Bebop! Speaking of which, the start.. |

Ah, I just figured out that Krang's mouth should be in closer proximity to his nose.
Improvements are looking good from the front though!

Oh yeah, Neil, it's really come together!
One thing that puzzles me, though. Are you planning to keep that bright neon yellow on a few sections of April's jumpsuit? The color really seems out of place given the rest of the jumpsuit's colors. I figured it was just a stand-in color until you would correct in the animation.

And regarding April's jumpsuit pads, I'd probably just keep them the same color as the rest of her outfit. That would make it more Toon accurate (like you had it earlier). You'd made all the section seams plain enough so that it should provide all the necessary depth.

You really made Bebop look great in a hurry!
The big thing that is jumping out at me in the nose. It's much too round. The front part of his snout needs to be flat. Also, the shoes are very jagged polygons. Try to make their contours smoother.

I'll work on fixing the shoes later... but for now, a few minor changes..before I start working on it again tonight..I got rid of his extra finger.. bebop only has 4. Started his necklace, made the legs a little thicker...ever closer
