Feels like it. My guess is that we may get some episodes in June and then get a long hiatus for the summer break and probably won't see new eps until at least September or October.

I wonder if they may air the Usagi episodes ahead of time (like skip over episodes to air them sooner), if only because of the release of the Usagi toys by Playmates this Fall.

Would look really stupid to have the Usagi toys on shelves if his episodes don't air till early 2018. I recall Ciro saying the Usagi 3-parter is towards the end of Season 5.

Then that means they will probably air them toward the end of season 5. Sometimes toys are released early before episodes are even aired. Look at the Turtles in Training toys that were released even before they decided to do a Turtle Tots episode.

Well if they are airing episodes out of order, as I said, I wouldn't be surprised if they air the Usagi episodes sooner than later. Usagi is a crossover character from another company and there's a lot of licensing involved with a character like that and with the toys. They can't screw over a character owned by another company like they could with actual TMNT characters.

Was an official episode order for S5 ever released? I'm guessing no but I haven't really kept up with info for this season.

Not exactly, it just looks like they placed a two-parter as the next two episodes when previous information implied standalone episodes.
