No, Playmates did make the character as a toy however and took quite the liberty with him making him gold instead of silver. Rex-1, inspired by Robocop that was out during this time was an experiment by the NYPD. A robot from the future called M.A.C.C. appeared as well one time.

Btw: first Turtles in Time review is up. What a weak wave. Even Slash has the same body and nails are not painted and buying the Turtles and Foot again just for a simple board?! That is the thing about buying them separately. It will be out of the package. I want them in the package, but in doing so we get a second figure we don't want. Was it ever explained why two packs and not singles?
