Probably not the answer you're looking for but there is a sequence in the Turtles Forever TV movie that references and describes the multiverse.

So far as I know, there's only ever been 1 Cudley, who has met the Archie TMNT and the Mirage TMNT.

He crossed over into the Mirage universe the first time in:

His second appearance is also the first time the TMNT Multiverse was shown in detail, predating Turtles Forever which premiered later that year:

It's been a while since I read the Mirage issues he appeared in, but I am 99.999999% sure that it is indeed the same Cudley from the Archie series.
