I'm guessing it was either just a test animatic, or maybe they scrapped that segment entirely because this got leaked.

I was thinking about this when watching the South Korean sub. Will we ever get an answer to why happened to the ACME Factory adaptation in TMNTA#21/22? Ciro needs to let us know what happened to this letdown. It cant happen now.
