April's cat obsession probably caused her to put those paintings up in the first place off screen. I don't think we ever see them again after The CatWoman from Channel Six.

Shredder could've done more than blow up the Channel Six building. I don't mean as far as murdering Splinter, but think of the possibilities if censors were not an issue.

Shredder and Krang combined had the biggest arsenal of any villains in all of the cartoons.

Oh, yeah, they are always in the shots of her apartments, even seen in the "Divide and Conquer" finale"

Or the Fred Wolf studio didn't feel like drawing up new background model sheets.

Probably the same reason the Turtles lair has the same decor.

At least the Turtles used an alternate lair in season 2. I'm very curious how that was planned by the animation studio. Seasons 3-10 feature the same lair as season 1. April's 2nd apartment and building is introduced in season 2 and constant until the end of the series. But what was the logic of using a completely different sewer lair design for season 2? And did they even bother to make concept art for it or was it just generic space?

They did? I need to rewatch Season 2 again. Had no idea.
